The Titanium Drill is the tier 2 drill and is the most advanced drill that can be created without a Forging Terminal. It is still an inefficient drill, but in difference to its forerunner, the Ground Pounder, it works smooth and less fast and destructible, like the following drills. As it is still only the tier 2 drill, it can't harvest Garrison Ore. The next better drill is the Graphene Drill.
